Transforming Ukraine into a global digital hub
The Ministry of Digital Transformation of Ukraine makes an important step for the development of the Digital Economy.

The Parliament of Ukraine registered draft laws for the development of the Digital Economy in Ukraine. The draft laws are key elements for launching Diia City, a special legal framework, created by the Ministry of Digital Transformation. The set of draft laws brings together all the necessary initiatives for the growth of the IT market in Ukraine – legal and organizational, including protection against undue law-enforcement pressure, and providing beneficial models of employment. The laws, that would enhance legal protection and grant the opportunity to use the world’s generally recognized business practices in the IT sector in Ukraine, were jointly drafted by the Ukrainian and foreign specialists.

The adoption of the above-mentioned laws will enable Ukraine to create a digital state and become one of the leaders in the global IT market. Thanks to Diia City, it will be possible to attract multi-billion-dollar investments to Ukraine’s economy. The launch of Diia City will double the export of IT products and services from Ukraine to USD 11.8 billion by 2025, and also increase the number of jobs in the IT industry to 450 000 people.

“We will provide the IT sector with modern and flexible employment conditions, a European system of protection of intellectual property rights, and elements of English law. We also suggest increasing the sanction status for investigative actions and criminal proceedings. Diia City is a fantastic boost to the IT sector. Our comprehensive solution will be the foundation of Ukraine’s digital economy,” said Mykhailo Fedorov, Deputy Prime Minister of Ukraine and Minister of Digital Transformation of Ukraine.

Particularly, an important innovation within the Diia City project is the introduction of the concept of GIG-employment. The concept adds to the usual model of freelance basic employment rights of the employee. Employees and companies will receive modern tools of employment: non-disclosure agreements, avoidance of competition, non-enticement, employee-friendly dismissal mechanisms.

The draft laws offer additional tools for corporate governance. In order to attract and effectively protect traditional and venture investments, tax incentives are provided for elements of English law.

“In fact, this is the basis for the launch of Diia City. For the IT sector, it means attracting new investments and comfortable work conditions, and for the state, it means sustainable economic development. It’s a win-win, so I really hope for the support of the parliamentary majority, because thanks to Diia City, we will see the success stories of international companies under the Ukrainian flag”, said Oleksandr Bornyakov, Deputy Minister of Digital Transformation and Project Manager of Diia City.

The digitalization of Ukraine is one of the main priorities of the Ukrainian government. The Ministry of Digital Transformation of Ukraine aims to increase the share of IT in the Ukrainian economy by up to 10%.


A digital project launched by the Ministry of Digital Transformation of Ukraine. Diia which translates to ‘Action’ aims to make all communication with the government transparent and easy for individuals and businesses. Diia is set to transform Ukraine into a digital state by implementing technological changes across administrative services as well as healthcare, education, business, transport, and many more sectors.
