Right now, with Patch 5.25 available in Final Fantasy XIV, the new Skysteel Tools now can be obtained. These tools, quite similar to the Resistance Weapons start just as prototypes and these tools can then be upgraded.
Well, in order to be able to unlock these tools, here are some specific requirements you have to meet such as:
• Firstly: Owning a Disciple of the Hand or Disciple of the Land with level 80
• Secondly: Finish the quest named “Towards The Firmament.”
• Thirdly: Talk to Skysteel Engineer in Foundation (the coordinates are: X: 14.2 Y: 12.5)
Once you finish the “Mislaid Plans” quest then you will receive a coffer pretty soon which will offer you a Skysteel Tool for the class you are playing at that time.
Unlike the Resistance Weapons where you need to collect thavnairian scale powder to acquire more tier 1 relics, you will be able to buy some other Skysteel Tools prototypes for just 80,000 Final Fantasy 14 Gil Denys in the Brume (which the coordinates are: X:8.0 Y:10.0).
