According to the bureau, the voting process for the latest city rankings list&nbsp;involved the largest number of high-quality&nbsp;experts.<\/p>\n<p style=\"text-align: justify;\">The questionnaires involved 23 indicators spanning five fields: policy environment, government affairs environment, working environment, living environment and science and innovation environment.<\/p>\n<p style=\"text-align: justify;\">In August, Hangzhou&#8217;s&nbsp;science and technology bureau was authorized by the Ministry of Science and Technology to issue confirmation letters for top&nbsp;foreign talents.<\/p>\n<p style=\"text-align: justify;\">The letter enables high-end talents to get five-year&nbsp;or 10-year R visas, which allow for multiple entries, at Chinese embassies abroad.
