Gibboney said while the City&rsquo;s demographics result in consistently being ranked among the &ldquo;Safest Cities&rdquo; because of low rates of violent crimes.<\/p>\n<p style=\"text-align: justify;\">Gibboney continues, &ldquo;The City has become a target for property crimes.
